That is a GFI Breaker built in internally to the cord because if you have a power outage or power surge for any reason the breaker will keep your Hair Dryer from burning out. It will trip the breaker before it destroys your $400 fancy hair dryer. Now the ones without the breaker box I don't know how to answer that because your question for that specific issue is vague. I can though try to explain why some might now have it. The ones that do not have it could possibly have it already built in somewhere else on the hair dryer. Maybe that model or generation Hair dryer replaces that box with a smaller compact internal unit somewhere installed on the device. Maybe the picture you saw just doesn't show it. But I hope this helps.
