River is an EPS and as a result the transfer time is 30ms. For comparison a UPS typically targets sub 10ms 30ms is a long time and you're likely going to see a small outage. This definitely fine for a laptop with a battery (do you even need a EPS then?) but for a router or mini PC it may cause a reboot. So in other words yes.
