Laser printers fuse the ink onto the paper with heat & light. 
They don't want the ink to come off the paper & inkjet by definition is liquid so it is possible to change something printed with an inkjet printer with the proper technology. I bet it is sort of a legal thing since the technology is possibly out there that can change IRS forms.
