You have to have land line to fax

No, there is no way to use your cell phone. The fax portion of the printer needs to be connected to an RJ11 phone jack, which your cell phone does not have. I am not aware of any kind of workaround for this type of situation.

Yes, but you may have to set up printing from anywhere i.e. cloud, or e-phone which would be the same as sending a FAX.
Look into the user manual located online at Epson.
