“Will this work with an PCI express 2,0 slot on an older computer - Processor is AMD Phenom II x4 940- I have an old GeForce GTX 460 - 750 Watt PS- in it now. If not what is the best recommendation besides a new Computer”

PCI Express slots are backward and forward comparable. So 2dot, 3dot, and 4dots will fit into either slot, with only the most marginal of degradation or impact so it's certainly not a must upgrade reason on it's on. If what you got works for you... keep going with it. (and g'luck)
