There can be advantages to using a media player on a TV that already has "smart" functions. No streaming device is perfect, and you may find that a provider you want to use isn't available on one device, but is on another. So even if the TV has some built in smart apps, it can be complemented with a Roku player attached. But it is not a requirement to have a Smart TV to use a media player. As long as the TV has an available HDMI input, and supports 720p or higher resolution (1080p, and 2160p for 4K models), it will work fine.
