just a messenger account on any device that has a web cam, tablet, pc, lap top...you will get notification on what device your logged in that a call is coming in via messenger..
the nice thing is now apple users can use messenger to video chat/facetime with android users...bets of both worlds..

They do not have to have a portal. It will work with them using messenger. I’ve done it myself.
