A dongle should come with the Fitbit in the Box. The community section of the Fitbit site has answers to why you may be having trouble syncing your Fitbit with your computer. One that I have discovered is if your cell phone is nearby in the Bluetooth is on it will interfere with the dongle picking up the signal from the Fitbit. The best solution is to turn off the Bluetooth on your cell phone temporarily while you sync the Fitbit with your computer.

Connect the other end to the Charge2 and let it fully charge. Then download the app while you wait. Afterwards, connect to the watch via bluetooth and the app walks you through the rest.

If you have the older version of the fitbit, it should come with the charger cord and the wireless dongle. The dongle is not necessary unless you want to sync your fitbit with your computer. If you just want to setup your charger to sync to your phone, you do not need the wireless dongle. The new fitbits don't have the dongle from what I remember. Regardless, you don't need this to charge the fitbit.
