It does not use phone data except when you sync it to the app, it will sync every time you open the app unless your data is turned off I believe. And the watch itself can store it's information about your steps and workouts and sleep etc for up to 7 days without syncing to your phone.

Sorry, there was a problem. Please try again later.My understanding is that it will only draw more data from your phone if you use the GPS pairing option for your exercises. How much that would be, I don't know. Other than that it will sometimes "ask" your phone for weather info and such, but that effect should be minimal.
