• I think when you see the lights flashing it is taking a reading or detecting movement. I notice mine sometimes at night when I roll over or move my arm.

• the lights blink to let you know its charged. I do not understand when you say "the band seems to not be working". the only thing the band does is go around your wrist. it serves no other function
