according to the box it came in it does and it appears to register steps when your hand isn't moving.

Sorry, there was a problem. Please try again later.Overall it just counts steps, but if you chose one of the activities associated with GPS, it does use GPS. If you go on Fitbit's website, it tells you which activity selections use GPS. It does take a couple minutes to connect to GPS, but you can either start your workout (except for cycling) and it'll count steps until GPS connects or you can wait to connect then start workout.
