Every Xbox One game uses the standard Xbox controllers. The steering wheels are optional.

Forza Horizon 4 works great with the Xbox One Controllers and you will still have an amazing racing game experience. It is not required, but a steering wheel can be used.

My son has a wheel but I don't think you have to have a wheel. If so, they wouldn't sell many of the game because the wheel was around $400.

You can use the regular controller. The steering wheel option is not required
