From my experience, the step counter is not as accurate. I use a Garmin 920XT that I wear instead when I go out for longer runs (anything over 3-4 miles) that does have a GPS. The Garmin Connect app doesn't seem to have a way to deduplicate the data if I were to use my 920xt at the same time as the Vivosmart HR in Run mode.
