How do I obtain the third rack if mine did not come with the third rack? null

A third rack requires a third set rails. So if you have the rails, you should have gotten the third rack (unless a previous owner lost it). You can get a third rack from GE.
If you don't have the third set of rails, you can't use the third rack in any form.

Oh no, we're so sorry to hear that your dishwasher did not come with the third rack. This is certainly not something we would expect to happen and would love to look into this more.
