Yes it does. That's why I got it. I  needed it to be able to use a regular outlet.

Yes, it will plug into a regular grounded 110/120V outlet. Just put it in place, attach it to your vent, and plug it in. I have this dryer. It is on the small side, isn't fancy, but gets the job done if you give it a bit more time, and don't put too many items in it. For my wife and me it's all we need.
