No they shouldn’t. Return if you are able to and buy a different ice maker.

Hi - Thanks for reaching out to us. We would not expect the condenser fan to run all the time. Please make sure you have provided a minimum of 3" clearance on all sides and at the back of your Opal. It should be installed in a well ventilated area with an ambient room temperature of 55°F - 90°F and not placed near a heat source. We also recommend periodically cleaning any vents on the sides or back of the unit using a hand vacuum or the attachments on your vacuum cleaner.
