No there is not since there is no data required on your Gear 2 Neo. It is able to answer phone calls and answer texts using bluetooth technology and is not capable of doing it on its own.

There is no independent "cell phone" functions except that you can store up to 2 Gbs of songs on the watch and leave your cell phone at home while you go out running with a Bluetooth headset connected to the watch. However, when you do this it will disconnect from your phone so you will not get updates until you get back from your run.
