“My tv and DVD player is hooked up to my Onkyo receiver. Can I plug this into the back of my receiver and use it that way or does it have to go directly into the TV?”

It works as the DVD player but only play online steam video or audio. Or you can cast the video from android device or Chrome. The only thing you need is an HDMI port, just plug it in then select input source. Don't forget connect the power supply.

Yes you can replace DVD with chrome-cast and use as input device, it is working that way for me on my Samsung receiver, i don't see any reason not to work
