Can you get the Local TV channels ? null

There is no antenna to receive local channels over the air. You would need a subscription service link Sling but even that probably won't have local channels.

No, it's not an antennae. If you could get them streaming in Chrome on your computer you could stream it that way but not directly with just the chromecast. It's for casting things from another device, not acting on it's own.

If you mirror your smart phone with Chromecast to your TV and play local channels from smart phone via some website then yes you can watch those channels on your TV.
