“Do I need to have constant internet for this to stream from my phone or just internet for the initial setup. And would I be able to stream through my wireless router via my ZTE warp elite without having internet after the initial setup”

But as long as you can connect the Chromecast to the same WiFi connection as your Casting device, you can cast to it. (Screen Mirroring and some third party apps).
