Not directly but....the easiest way to do this would be to access the network hard drive using your laptop/computer and play your files using the chrome browser (while casting the tab). The chrome browser has support for AVI, MP4, M4V, MPEG, OGV, and WEBM videos. It probably supports other formats too but that's what I found with the little research I did.

My suggestion would be to use ES File Explorer to browse the files and ES Chromecast Plugin to cast the video to the TV. Provided that your wifi network is robust and a fairly recent android phone. Basically, if you can access and play the video from your hard drive on your device, there is a way to cast it to your TV with the Chromecast

Please try again later.If you can get the movie playing on your computer, you then should be able to "cast" it to your tv via the Chrome browser and the Google Cast extension. You type in the location of the movie in your address bar. Something like file://c://mymovie.avi (with the "c" indicating the drive, and the "mymovie.avi" being the name of the file.

If your tv has that abilitiy to plug in a USB then you are good to go. I'm not sure about a network hard drive. you will have to download chromecast to your device that you wish to mirror to the tv. If your hard drive is like a computer, tablet, laptop, iphone, android then this will work.
