• Yes and no. You will need Wi-Fi for the device to work. If you have Wi-Fi (same network) connected both the device you want to send to the chromecast and the chromecast itself. You can select cast screen via the google home app.

• I would think if you have Google Drive you should be able to but you'd still need Internet. I'm not 100% sure. But i download my documents to Google Drive so i can access them on other devices but i always need Internet to do it.
