• you should be able to use a Hotspot. I've connected to my Hotspot and linked my 4k chrome cast to a Samsung galaxy S9 in the Verizon network

• A strong broadband Wi-Fi connection to which both Chromecast and your phone are connected to is highly recommended to get an optimal streaming experience when casting to your TV. Mobile data/hotspo connectiong is not recommended as it may or may not work with Chromecast.
