• Yes you can install kodi on it and I don't believe it had 4k resolution.

• 4k yes needs correct port on tv though hdcp 2.2 hdmi input on tv or av equipment required. Chrome cast just pulls AV streams once directed or sent to them it is not running Linux (android) in the normal sense to install kodi on it like an amazon fire
