Chromecast Ultra is meant to allow you to stream 4K content natively, it is not an upscaler. Upscaling done by your TV is great, but Chromecast Ultra is all about sending it content it doesn't HAVE to upscale, so you're getting the best possible picture if what your streaming is available in 4k.
