I always put the volume all the way up on my phone and adjust the volume from my receiver to where I want. If you're wanting bass you probably have better luck connecting the Chromecast directly in an hdmi port on the back of a receiver and adjusting the bass and treble from the receiver. I have noticed the sound quality was a bit better when streaming from an iPhone versus an android device.
