Yes, you can see your camera live. A subscription is required in order to go back and see 10 or 30 days worth of recorded activity. 
You can watch live or recorded over your phone's cellular or wifi service. Just be sure you have a good plan because you could burn through a lot of data using the app or by viewing the video stream from your laptop.
