i think the shorter cable in the box with cameras are for charging the camera battery. No other cables were in my box...
 A 10m cord, that I  had to buy separately, is for outside use to connect camera to house bypassing battery only use. Hope this helps

Included cord is just for recharging the camera battery.  Not designed to be installed outdoors.  Also the included cord is a USB connection not a plug.

Only one cable in the 2-pack.

Yes it can be used right away. I  Drilled a hole through the garage wall and pugged into the the nest camera .
I only ordered the one cord.

Yes. One power cable or charger per Nest camera. Also, only outdoor Nest cameras can be used outside which includes its own power cable that is for outdoor use as well.
