Yes you can by using the Google Home app.

Yes. In the Google Home app, you can adjust the current temperature setting (as well as see what the current in-room temperature is) from anywhere. You can also edit/set scheduled settings. While it has been very cold out lately, I have used the app to turn up the heat when I am on my way home after being away for some time.

Yes you can. Pretty much everything can be done from the phone either while on the wifi network with the thermostat, or away from the wifi network.
