It’s carrier-unlocked fi you buy an unlocked one like I did, but the OEM bootloader is still locked from the factory for security integrity. All new Pixels ship that way. You can enable OEM unlocking in Developer Options if you choose to unlock it yourself, just tap settings 7 times, Android standard.
