Phone unlocked but only GSM carriers are ATT & T Mobile. I've heard latest phones may be both GSM & CDMA. Best to phone each carrier you're interested in & specify Pixel 3 or 3a model.

Bought the unlocked phones and then Verizon tried to charge me $80.00 for an upgrade. With the unlocked phone, I told them I was going somewhere else and they dropped the charge.
