When a product is "unlocked" it can be used on any of the major networks like AT&T or Verizon. A phone that is locked to a network can only be used with that network.

Note: Your carrier may let you unlock your phone after a certain period of time.

Unlocked means that phone can be used with almost any phone carrier. The carrier puts on a SIM card at store (usually free) to operate with their system. If you change carriers the phone SIM card is swapped. Preferred way to purchase a phone.

Unlocked means it's not loaded with carrier apps and can be brought to a carrier (att, verizon, sprint, tmobile etc.) of your choice per the specs of the phone without need for a contract that is tied to a phone purchase plan from the carrier.

It means you can use it with any carrier if you purchase unlocked. I would suggest T-Mobile, Verizon, Spectrum or Google Fi.
