• Visual voicemail has been a built in component of the Android phone application for a while now. I know that it works with T-Mobile.

• I believe it depends what carrier you're using. I am on TMobile and there is visual voicemail, but in the past AT&T deactivated it for some reason when I had my pixel 3.
