Yes you can. I bought my Pixel 8 Pro last year and was able to quickly jump into developer mode and enable OEM unlock within the menus. Note that I purchased it without carrier activation in the store to set up on my own. I doubt there's any difference between how Best Buy categorizes it either way, but only from the promo side of what you might pay for a particular device leaving the store. No doubt the Pixel 9 series will be set up exactly the same fashion.
