“Our house is about 1500 sq ft on the 1st for & 1500 sq ft on the 2nd. It states that we should put 1 two rooms apart. If the pkg brings 3, do I put 1 downstairs and 2 upstairs, or do I have to buy more?”

We have two stories and 3500 sq ft. I use one on each floor and have no problems.

Upstairs I put one about halfway between the farthest room at either end. I did the same thing downstairs. The router at one end of the house upstairs.

If that would not have worked I would have tried a third. You should be ok. You can try this trick first before you buy anything. If your router is upstairs bring it downstairs. Router signals travel up.
