No, this will not work without broadband internet. You'll need 1. to sign up with an Internet Service Provider (like Comcast Xfinity, AT&T Internet, Verizon FiOS, Charter Spectrum, Hughes.net, CenturyLink, etc. in the US, or Bell Aliant, Rogers, Shaw, Eastlink, etc. in Canada), and 2. a modem (which the Internet Service Provider will provide). You'll also need an Android or iOS device, the Google WiFi app, and a Google Account.
