• Yes, I had 4 off these on my carry on and took them with me on international and domestic flights and had no issues with it going through TSA security.

• Yes, you can carry many of these batteries. Normally the maximum TSA approved output voltage is 5V, so the allowed capacity would be 20,000mAh. One gopro 8 battery is 1225mA. so you can carry 16 of them.
