Non pre-installed apps can be added by search and by sideloading. Download sideload app and use it to install any Android app depending on Android version supported by the app.

Yes this model supports Spectrum app, however not the apple + app, however to check the availability of a desired app, you can visit Google Play https://play.google.com/store/apps.
