What time will we be sent out DL code? It’s 7pm CST on the 6th and it comes out in 4 hours according to their tweet — how will be able to pre-download it and actually play it on time?

If you buy the digital, most likely a code voucher that will be emailed to you with instructions. If you get a physical copy, you download the data of the disk, All of this will be available on Febuary 7th for Deluxe and Collector's Editions.

It ships 3 days early for you to play it, as the normal version ships on the 10th and the Deluxe Edition ships on the 7th. As such, it will most likely recognize it from the disc or as you assumed/questioned come with a code voucher.
