“Are there parental controls if a child uses this for playing music off Spotify?”

• Hmm, good question. Can you do it through Spotify without the Alexa? If so, and if it's account dependent, you might have to train Alexa for the different voices and then link the parental-controlled Spotify account to your child's voice. My experience is the the Alexa's controls over 3rd party streaming services are still pretty basic but I haven't tried pushing the envelope. Perhaps this discussion will get someone more experienced than I to chime in. Good luck!
