No. It works with several free options including tune in radio, pandora, and iheart radio. You must set these up on your phone

There are also free radio apps. I don't pay for music at all, and am happy with what I get. Remember that you can cast from the Chrome browser to your Home device, too. Essentially, you can't necessarily use voice commands to play every app, but you can find solutions to get almost anything playing.
