• You can set up Google At Home from a PC If you want, you can run an Android emulator and use the App on you PC.

• Initial Setup requires a smart phone. After that, you can probably get away with not having a smartphone, but not sure what other features you might loose. Amazon Echo may be a better option.

• Assuming you have WiFi you can cast from google play to the Google Home or Google chromecast. I don't know how you would set this up though to connect to your network with out some kind of smart device like an ipod touch, smart phone, or even a tablet. Check the play store or itunes store if you have any of the other items listed to see if you can get the google home app for your device if you have one.
