• No, but you can "cast" to it, if allears as a Chroma Cast device, so from a browser, with the chrome cast extension you could send it audio. But to answer you specific question, it does not "speak" /"understand" bluetooth

• unfortunately Google Home can only work when you are connected to Wifi. no option to use it as stand alone Bluetooth speaker. Amazon Echo did a fantastic job by adding this support.
