No it works off you home network

no it is independant. you do need wifi.

No, the iPad is only required for initial setup or to change device settings.

To my knowledge it doesn't have to be on. My Google Home runs through my cell phone which I have turned off most of the time and Google Home still works.

of course NOT! They are separate and INDEPENDENT devices. Just like your computer does NOT have to be on for your iPad to work!
