Google home will let you group and name the lights for each room. I don't believe they are intended to be used overlapping though. In fact you might confuse it with more than one connected to the same google account. The Google Home works without your phone at home, since it connects directly to the HUE account as well as the internet and wifi directly.
Sorry, there was a problem. Please try again later.This is for anyone who might be reading this. I did end up purchasing the 2nd Google home, the Hue starter kit, and additional light bulbs. It was very simple to set it up and it works brilliantly! I can use either Home speaker to control the lights. I did find when I stream music I need to specify by name which Home speaker to use. I know that it is possible to group them and thus play both speakers at the same time, but I have not taken the time to set that up yet. I do not need my phone in the house for this to work, and other family members can also control the lights. The only downside is when my daughter comes in later at night, uses the light switch and eventually puts that in the off position- in order for Hue to work that switch must be in the on position. Huge help- you can direct Home/Hue to turn on or off all of the lights with one command and also set your phone that when you approach the house to automatically turn on the front light :) It is worth the investment just to have the light features!
Sorry, there was a problem. Please try again later.I haven't done it, but I can't see why you couldn't link both to your Hue lights. Voice activation will still work. I used my phone to configure Home and my wife uses it without issue when I'm away.

You should have no problem synching several Google Home devices with your phone so as far as I'm aware, you can definitely have more than one in the house and they should all work the same. You can even label them based on location in the house (i.e. Kitchen Home, Living Room Home, etc) I do not believe at this moment that voice activation will work outside of the house with your phone. You have to talk directly to your Google Home device. One idea that comes to mind, is calling your home phone if you have one, have an answering machine close to your google home, and when you leave a message say, "ok google, turn up the heat" lol j/k but I'm sure they will come up with a solution soon!
