You set up a Spotify account access through the Google Home app. A phone is not needed to be paired. It will work while you are out. The same goes for Netflix.

You might want to check out IFTTT (If This Then That), which is a series of plugins that might work for your application. IFTTT might be able to setup a remote command to play Spotify from a smartphone.
