i did not noticed the "cool down time" on the instruction manual, some shredder will automatically shut off when it's close to over heating or when the container is full.

I have never had issues with overheating. This product is made for light use not heavy duty so if you are using for heavy duty shredding this could be your problem. Otherwise, I would contact manufacturer about the issue.
