“I have an understanding up the processing with Linux from viewing other questions but one thing I couldn't find was a question about the laptop coming with a brand new charger. So does it? And I know the laptop is new but the contents inside may not be.”

As long as you aren't buying this computer refurbished everything in the box should be brand new. Mine came with a charger, the laptop, and a starter booklet.
