• It can. But I would not recommend buying this for coding, spend the extra $200 and get a laptop with a intel core i5 7th gen with ssd. It will suite your needs better and will run more efficiently.

• Yes, it would be able to run Office as well as development. It would just be unable to run multiple tasks or handle large amounts of rendering.
