You can adjust the power settings in the BIOS to have the processor run at full speed all the time. However, it's generally not recommended. The processor does a good job controlling it's speed depending on the load it's seeing, so running it at full speed when the load isn't high (like when you were typing this question) just drains the battery faster without a noticeable performance boost. Also, you may run into issue with the processor getting hot if it's running at 100% all the time when it doesn't need to.
